Try SteelBytes PortTunnel -- there are others, sometimes you
have to service-ize them, sometimes they're just as good but I just
can't vouch for them.
I have used PortMapper from AnalogX for a while. Very small footprint.
After configuring via the GUI, it can be added as a scheduled task to run at
server startup for a simple pseudo-service. set-it-and-forget-it.
