For e-mail to truly take the next step towards accurate return addresses, there needs to be a prohibition against using a return address that's different than the actual return address of the person sending the message. If I sent a snail mail letter from my office, but used my, or someone else's home address as the return address, it would amount to the same thing. It's almost impossible to stop at this point and all you (he) can do is ride out the storm until the current spammer is done with this round of messages.
