Are your user's authenticating? If not, then the mail would still be
scanned. Yes, this is normal. The idea behind filtering outgoing mail is to
stop someone from using your mail server to send spam - therefore all mail
gets scanned.

1. The authenicating is unchecked btw and the outgoing gets filtered. I
suppose that wouldnt matter if the email account is set to "forward" ??

2. Why the heck would the imail phrasefilter filter *outgoing* mail- It
already has Outbound Rules for this- Is this normal ?

The phrase filter will filter ALL mail - it doesn't differentiate between
local or remote delivery. If your users are authenticating, you can turn
off anti-spam scanning for authenticated users.
