Run as fast as you can from your PSI/Cogent IP space (and the bandwidth
too). They don't care about who is on their network and they are
infested with spammers. I assume that you are using some service
provider's offering that is contracting with Cogent, and that your
direct provider is the one that decided to put some big spammer above
and below your address range. Clearly your provider doesn't care about
you, and that alone should be good enough reason to LEAVE NOW!
The block doesn't appear to be active currently, so you might try
following the instructions at the bottom of the page that you linked
to. Spamhaus won't likely remove the block however if the spammer is
still active on the immediate network, or if they are known to be
hosting other ROKSO spammers. There's no excuse for handing out a few
hundred IP's to a known spam gang, and the blacklisting serves a dual
purpose of both blocking the spam, and sometimes shows others the risk
of using such a provider when listings are accidentally too broad or not
specific enough, or even purposefully done for collateral damage.
