Thanks Alberto, I like the looks of the software for a different application but in this case I only want to slow the receipt of mail from the particular user that is bulk mailing so that email from the other users processes normally. This would slow the entire IMail SMTP/Queue Manager/Declude process and I think it would end up doing just the opposite of what I want.

I am looking to limit the rate at which certain users can submit bulk emails to our server that tend to overload the server.
