I like the looks of the software for a different application but in this case I 
only want to slow the receipt of mail from the particular user that is bulk 
mailing so that email from the other users processes normally.  This would slow 
the entire IMail SMTP/Queue Manager/Declude process and I think it would end up 
doing just the opposite of what I want.

  I tried 50 100 and 250 milliseconds .but this doesn't work to reduce the CPU 
usage during an attack of 2-300 and more messages at the same time from 
spammers :-(

  I am looking to limit the rate at which certain users can submit bulk emails 
to our server that tend to overload the server.  All I would like is to slow 
the rate at which the messages are accepted when sent to multiple users from
