Those are commercial sources for BIND.  BIND 8.2.2 p5 binary for NT is 
free, in public domain, from ISC.org, as has been BIND for Unix.  ISC just 
doesn't have a binary for NT on their site.

If you have a c compiler on NT, you can compile the BIND source from the 
.tgz file, in the contrib directory.
