Thanks. Is there an easy way to work with them? Does the administrator
have to create them? Can anyone create a list and populate it with users?
I guess what I am looking for is the ability for a web based user to create
some way of sending mail to multiple recipients. I hope it can be done.

We use it here for lots of little lists like that, mainly so that when one
person sends to the list, the same set of recipients is used all the time,
instead of group aliases or whatever Outlook calls 'em.
