Thanks, Len. Joe, since our templates use one common header and one
common footer file that get included on every page, you could easily
throw some banner content in one or both places, and with a little
Javascript have it rotate them at whatever frequency you desired. Or,
just have the banner served up with an ASP script, so each page load
would get a random banner.

For the adventuresome ASP/JS jockeys, you can also include ASP code in
the templates by processing it with ASP then spitting it out formatted
as Javascript (with the document.write function, stripping all carriage
returns and escaping the quotes) by using standard <script> tags. There
was a thread here about 3 months ago along those lines... you can see
our similar implementation of javascript-includes using ColdFusion (what
we call "Fuselets") at http://fuselets.com. If done right, you can put a
full-blown ASP or CF (or PHP for that matter) application on any .html
page served on any platform with one line of code. At Fuselets.com,
you'll see a Java-free chat application that you can put on any website
by pasting just one <script> tag.
