We had the same problems on our servers until we ran the LDAP init and then
the LDAP 
optimize on our servers on each domain to clear the database.
When you use the admin program, if you dont allow it to do the ldap init it
will just queue
it up until it finally locks up your machine.

At least that is what we did to solve the problem.
Our Iadmin.exe was locking up the box trying to do this.

The problem applications that are consuming my processor and causing the
system to come to a screeching halt are, Imail.exe and IAdmin.exe.  Is this
