The InetInfo service is part of IIS. Without knowing much about IIS, I'd say
reinstalling IIS would probably fix the problem.

This looks like you have a web page that tries loading that .GIF file. You might want
to look at all your web files and look for all references to ".gif" and make sure they
are correct ('FIND ".gif" *.* /i' will produce a list that you can look at, without
having to go to each file separately).
