That's what works for me:  10MB = 10000000 (bytes)

To test it, I set it to 1500000 (1.5MB) then subscribed to a list to
let it fill up.  Sure enough, that was 1.5MB.

Repeated test with 5000000 (5MB) and that proved to work.  So the
number is in bytes (not KB or MB), at least in 6.x

(I had the luxury of doing the tests on a new install ten weeks ago
before I had set up many accounts.)
