I checked both RFC821 and 822... the *only* place that it is mentioned in either one 
is the reference you listed above.  But that isn't a definition, it is in the section 
where it lists maximum lengths.  Even if that is considered a definition, since it 
isn't used anyplace else in those two RFCs, I can't figure out why they would need to 
define it.

But then again, RFCs weren't exactly made to be easy to figure out!
