This may or may not help but what if you:
Enable Refuse Null <> Senders
Create a global rule that checks if the subject line contains "Undeliverable
Mail"
send to the mailbox name "undeliverable_mail" or any other name (without
quotes of course)
Disable Match Case
I'm assuming that the spam you're trying to block all have a Null sender.
If you have Relay Mail for anyone enabled, you may always be open to spam.
