I use Tera Term.  Seems to work great, but doesn't have any sort of "scp"
command.  It DOES offer SSH tunneling, although it's rather a pain to use
(plus it can't tunnel the FTP data channel).  I haven't tried it on
Win2k, but it works fine on Win95/98/NT.

Try http://hp.vector.co.jp/authors/VA002416/teraterm.html.  You also need
to install the SSH extension (see link on above page).

My collegue uses some commercial package that also seems to work well,
but I forget the name, and it's not free....
