It's part of a Microsoft "Proprietary-but-we're-gonna-make-it-a-standard" protocol.  
http://support.microsoft.com/support/kb/articles/Q138/0/53.ASP explains how to get rid 
of it.  It's used with RTF, but only works when the recipient uses a Microsoft 
Exchange mail server.
