I used to have this problem, it turned out to be the PC Anywhere service not
shutting down. If you tell WinNT to shut down in a PC Anywhere terminal it will
hang, if you use the PC Anywhere reboot button it will always shut down. It's really
annoying. I've dumped PC Anywhere in favor of Win2K Terminal Server remote
administration.

The problem with a utility to try to reboot a NT system stuck in shutdown is that
TCP/IP is one of the first services that shuts down. At that point an APC power
cycler might be your best option.
