What are you looking to accomplish?
If it is spam filtering you are looking for, having users filter based on E-mail
addresses and/or domains would not be very effective. Are there users that are
receiving mail from specific people that they don't want to receive mail from? In
that case, you might want to check out rules.
If it really is spam control you're looking for, you can check out
http://www.declude.com , where you can have spam control at the user level.
