Have you checked in the control panel services applet to make sure that
Imail Web Service is set to Automatic?
Do you get an error on startup?

It's set to the default (8383). As far as I know there aren't any other
services running on that port.

Web messaging service should start automatically. Are you running it on the
default port, are there any other services that may be overlapping?
