I made this with a few ASP scripts.

I have an ASP script that creates the user in IMAIL: because I use ODBC
database for authentication, all I do is add the record into the
mail_central_pl table in the database (i first have to check whether the
user already exists by doing a select query and checking the results).

I also have an ASP script that takes the userid and password, checks it
against the mail_central_pl table (the authentication table for imail for
this domain) and creates an appropriate line in the FTPSERV-U.ini file (upon
request from the user), giving him automatically his own ftp access,
together with a startup page (which is copied into the just-created
directory with the users name, in the users root directory).
