What's his POP3 client pgm?

>Perhaps the server just hates this guy

yes, sounds like a good idea

>because he checks his mail every two minutes. it's saying, "This guy
>again?! I'm refusing him this time, he ain't got nothin'!"
>
>Again, no errors in the log. unless I don't know what I'm looking for.

here's what you look for, a POP3 logon + logoff with this guy's name
and mailhost:

09:29 14:06 POP3D(00000275) logon success for lconrad
mail.Go2France.com from ip.ad.re.ss
09:29 14:06 POP3D(00000275) logoff for lconrad R:7, D:7, P:0

Note the POP3D (pid) must be the same.

The "wrong state" sounds like a protocol mismatch between what his
POP3 client and your POP3D server
