Utilizing SQL server we assign several language classes (they don't even
have to be languages - they could be a "space" or "dogs" or "your favorite
band") to the database, and each language class would then have a set of
templates with associated code and graphics. Changes to the interfaces are
stored in the SQL database to make additions/modifications/removal of
templates easy.

(preference given to specific need, though as each mail user is
"registered" - I would suggest storing the preference into the database).
The cool thing is a user wouldn't have to log-in/log-out when making a
change. They could be "deep" into their mail, and on the fly change the
interface.
Providing the code, you could set up hundreds of "custom" interfaces a
domain. The fact that it's one domain makes it no different than if it was
twelve, or more.
So, in steps
(1) recognize the user
(2) recognize the user preference
(3) pull the correct interface from the database
(4) changes can occur on the fly!

Remember we are not talking here of simply doing a "custom" interface but of
providing two or more different interface for the same domain/server and
allowing the user to switch between them at will....

Yes, this is possible, you just have to write an interface in something :
Cold Fusion, ASP, PHP, CGI/Perl.
I'm needing to write an interface at the moment (utilizing Cold Fusion), but
there are also other commercial products out there that should perform the
functions you are asking for right now.
