Scott,
I've not heard of this being broken, but every once in a while, I have heard
of someone looking at a setting that seems to be right, but does not work as
it should. To see if this is true for you, I would suggest that you change
the setting, Apply it, stop/start the service, then set back to the desired
setting, Apply, stop/start service again and then test. Probably a good idea
to close IMail Admin, open it, then check/change setting. Close/open IMail
admin and reset to desired.
