If this is the case: your server (therefore likely others) sends the
literal expression of  Attachment: whateverfilename.xxx  and some send 
filename=whateverfilename.xxx   then you may well need two rules to
accomplish the same thing.

Maybe we have another wish list item.  Since so many of us scan for
attachments, maybe Ipswitch could add "attachment" as a rule option
(along with TO, FROM, SUBJECT, BODY, etc).  However we could end up just
slowing the whole system down doing counts and recounts (oops, that
Florida) I meant scans and rescans of files.
