If I were you, I would check the logs. They should help determine where the
problem is. From your test, you know that only one copy is received. But,
the POP3 logs will show you if Outlook is downloading the message multiple
times, or if it is downloading it once and just putting a bunch of copies in
the inbox.
If the message is only being downloaded once, it's safe to assume the
problem isn't on your end. At that point, if you wanted to investigate
further, you would need cooperation from the person running the proxy
server. I believe that Outlook doesn't provide log files.
