no, totally different.  block port 25 means to packet filter:

pass all traffic from <your ip blocks> to <your mail server(s) ip 
address> port 25
block all traffic from <your ip blocks> to <any ip address> port 25

you still require your users on your ip's to SMTP AUTH at your mail 
server before relaying their mail.

There is no such named option.  It's called "relay for 
addresses".  And UNcheck Disable SMTP AUTH reporting (SMTP 
annoucement) since some mail programs won't try SMTP AUTH if they 
don't see it supported in the SMTP announcements.  SMTP AUTH cannot 
be diabled in Imal, but it can be NOT announced.
