Reading this knowledge base article
(http://support.ipswitch.com/kb/IM-19980116-JB02.htm) it says for the No
Relay option:

This option means mail will not relay through the server unless the user
authenticates. In the SMTP Security tab make sure that No Mail Relay is
selected and that Disable SMTP Auth Reporting is NOT selected. This way your
users will be forced to authenticate

Which make me believe that a Relay for addresses with an empty list, is the
same as saying No Relay.

I don't think so. They're probably setting Relay for Addresses with no
addresses listed so that SMTP-Authenticated users can still relay. Setting
the box to No Relay would prevent even them from sending mail through.
