You're going to have to get tough on the "relay mail for addresses" option
or you're going to end up in the ORBs database if you're not there already.
We're an ISP primarily but we also host web sites for people all over the US
and a couple of foreign countries. I tell remote hosting customers that if
they don't have a verifiable static IP to use their ISP's smtp server and
use our pop3 server or use the web interface. It's a firm policy that has
never cost me a customer, they understand if you explain it to them.
