You don't. CDONTS does not use the SMTP protocol to communicate with
MS-SMTP - it uses an internal API. Yes, you can control what port MS-SMTP
answers to OTHER mail servers and at which ports it CONTACTS other SMTP
servers - but none of that effects CDONTS.
