I'm guessing their ISP does some weird stuff. The problem with SMTP could easily be
explained if the ISP doesn't offer full Internet access, and blocks port 25.
The web problem is a bit trickier. I'd suggest making sure that "Ignore source IP" is
checked in web messaging, but that shouldn't be the problem (they would get another
logon screen if they changed IPs, not a 'page not found' error). Do you have anything
different set up with web messaging (for example, have them enter their username/pw on
port 80, which then takes them to port 8383)? They may have something that prevents
them from going to unknown ports.
If the customer can get to the web site on port 8383 (or whatever port you are using)
initially and get the logon screen, but can't get to anywhere from there, and other
customers can, it's probably a client-side issue.
