No no no!!!!
That limits the number of recipients for a *single copy* of an E-mail. Spammers can
still send out millions of spams, even if you set the limit to 1 recipient. It just
can slow down the spammers a bit.
Normally, a spammer will make a bunch of connections to your server and try to send a
bunch of E-mails on each connection. For example, it might make 10 connections, each
trying to send out 50 E-mails (and then re-connecting when it is done with those 50).
By limiting the number of recipients to 20 (as an example) it would just mean that
those 10 connections would be limited to 20 E-mails before they have to reconnect.

This doesn't happen either.
I haven't heard of any program that sends E-mail that will not send out E-mail if the
number of recipients is limited. They will just send them 1 at a time (or 5 at a
time, or whatever is necessary).
