The 20 or so ip4r DNS spam databases such as RSS use the IP address, not the domain
name. The IP address can identify a problem computer much more easily than a domain
name. It's virtually impossible to accurately associate a remote server with a domain
name. You could claim to be "yahoo.com" if you wanted; you could even have the
reverse DNS for the IP address be "yahoo.com". So, they go by the IP address.
