This works only if customers have real mail clients like Outlook.
Looks like in the case of pure Web Messaging use there is no way to trace
dormant accounts. Timestamp on MBX file in user directory obviously changes
with every new incoming e-mail, but this doesn't answer the question whether
the account owner checks his e-mail or not.
