I just had to move just under 1000 DNS record last month. The way I did
this is place a third name server on all of the whois records. This server
I set up on the new IP subnet mask. then I made a change request to network
solutions to chant NS2 to the new subnet mask. This way I always had 2 DNS
servers up and running at a given moment. Finally I move over NS1 and it
seemed to go smoothly, no customer complaints.

PS Network Solutions will allow you to make a global change if there is over
300 records and add that DNS server to them all really easily

That is relatively easy. Your TTL for that server appears to be one day.
That means DNS servers will cache the entry for up to 24 hours. One day
before making the change, you should lower the TTL to about an hour. That
way, when you do make the change, it will only take an hour for any DNS
server to get the new IP address.

Changing IP addresses of DNS servers without downtime isn't trivial.
