You got me. Have to talk to MS programmers about that! Best guess I have is
some 'rule' about when DST starts (second Saturday of the month of April,
last I knew, this one seemed awfully early in April, to me), but who decides
or knows how accurate that definition is, I certainly don't as I've not
researched it. Guess the MS programmers who wrote the C++ compiler, did not,
either?!?
