That's a type of MIME encoding ("quoted-printable").  It takes certain characters that 
aren't allowed in E-mail (such as ó and other 8-bit characters) and converts them into 
a format that can be used in E-mail (such as =F3).

When the E-mail is received, the mail client should convert the character back into 
its original format.  Where is she seeing the =F3?  Is it in web messaging, Outlook, 
etc.?
