This isn't true.  It's actually quite easy to determine what the licensing 
applies to.  If you open the NT Diagnostics you can see a list of currently 
logged in users (any user who requires authentication: 
file/print/web/ftp...exception is on nt/2000 server which allows unlimited 
anonymous web connections).  Oddly, in Win2000, they made this a bit more 
difficult to do.
