A secondary mail server is just another mail server. You need to change your DNS MX
records to include the secondary mail server (for example, if you now have an MX
record that points to mail.your_domain.com with a preference of 10, you could add
another mail2.your_domain.com with a preference of 20). Then, you MUST set up that
secondary mail server to accept mail for your domain(s) (many people forget this very
important step).
Once that is set up, all mail will normally be delivered to your primary mail server
(the one it goes to now). However, if a remote mail server has troubles reaching your
primary mail server, it may then try sending mail to the backup. The backup is then
responsible for sending the mail to your primary once your primary is reachable again.
During the down time, users will not be able to retrieve their mail (assuming they
can't get to the primary mail server). They also won't be able to end mail. In order
to do that, you have to go through huge amounts of effort coordinating synchronization
and clustering and such.
