I have a user in SQL already and everything works fine. The problem is I
can't change any users password when logged in to the web interface.

No you don't have to have an NT logon to used external database
Under SQL Enterprise manager go to login and create news account and give to
read/write access to the database.
And then setting up the ODBC record user that logon name to connect to the
database

I think you must use NT logins.
Check the ODBC also.
