However all the businesses that I host are wanting me to filter it...

No the phone company does not filter calls but they probably would start
if
all their customers got 10 spam calls a day...

That is really the worst way to go in my opinion.... Because then it is
now
up to the government to decide what is spam and what is not... We do not
want the government regulating the internet.. One of the things the
government did in the past was create a law that made the ISP
responsible
for what their customers do or say while on their service..  This did
not
work out very well.. I personally do not want to be held responsible for
others actions.   The new child protection regulations require me to get
permission from the parent of anyone under the age of 13 before they can
fill out the registration for access to my chat network so instead of
messing with that I just do not permit anyone under the age of 13 to my
server. Let  the government get involved in spam and you will find
yourself
asking a lawyers opinion everytime you want to send your customers an
email....

These laws are based mainly on the fact that the person sending the fax
is
using your paper and toner to print it.

I really disagree.. I am personally in favor of less laws...
I have sifted through all of my logs showing the spam coming through to
my
customers and the spam that tries to relay off of me.. 90% of the spam
originates out of country. Federal laws are not going to stop these
people... Then there are the servers who are spoofing their IP's... The
best
way to stop spammers is to plug the holes in the internet..  We need to
upgrade the web so that people are not able to spoof their IPs... Then
filtering would be very easy to accomplish. The next step are pro-active
Administrators...

Lets stop trying to depend on the government to do what we should be
doing
ourselves...
