It's the Syslog service that must be allowed desktop interaction, not SMTP.

"In Control Panel | Services | IMail Sys Logger Service | Startup, select
"Allow Service to Interact with Desktop." Then, in the Windows Control Panel
| IMail Server | Log Server, stop and restart the log server."
