A great site to start at is http://www.traceroute.org You can get to many
traceroute sites as well as telnet access to some router servers (routers).
Some give you access to the extended commands which can be extremely helpful
tracking down a problem.

The MAE-East looking glass at http://nitrous.digex.net/ (great tool, by
the way, since you can look at tracert's from several locations instead of
posting to a list to have others look) is likewise having trouble getting
to that address. Looks like it's dying right on the front door.
