This sounds like something that was happening to us.  If you look in the
error message of Outlook Express, you might find an error of ERR [IN USE]
with error code of 0x800CCC90 (or something like that, I can't remember
exactly but the IN USE part is correct).  What we found out you needed to do
is either 1) Send the address an email to activate the account or 2) delete
the UID file in the users folder.  Hope this helps.
