Thanks for all responses.
Yes Stopped and Restarted SMTP Service and actually rebooted to be sure.
The test was sent from a machine outside this network completely.

I have set ours imail 7.03 w/hotfix to relay for addresses only.  All of our
users either use Outlook or Eudora and they are set to authenticate before
sending.  This works great for us.

Does this option "Relay for Local Users" include any servers listed as peer
servers?

"Relay for Local Users" allows anyone to relay through your server (if they
use a return address from your domain), so spammers can still get mail
through your server (but it will reduce the amount of spam sent through
your server).

Did you stop/restart the IMail SMTP service after setting it to "Relay for
Local Users"?  Were you sending mail from a local address, or from an
address that doesn't exist on the IMail server?
