Todd, I had the same problem when I went from 7.04 to 7.04 HF1 until I realized my error. I was running the patch from a network share - not locally on the mail server. I copied the .exe file to the desktop of the mail server and ran the file. It then worked fine. I also had to stop and start SMTP service after the hotfix.
