Not from my experience. :)
Did you stop/restart the IMail SMTP service after making the registry change?
I've heard that batch files may have problems getting called -- are you
using a batch file or a "real" program (.exe/.com)?
Note that there is a difference in the parameters when it informs you of
the queue run instead of an E-mail being delivered (I believe it uses "-qr
-x" for the queue run, whereas it sends the name of the spool file when an
E-mail arrives).
