Yes, I've seen Outlook do that before on a number of occasions.  I've never 
seen Outlook report the cause, but it appears to be that it "forgets" which 
E-mails it has downloaded -- something gets out of sync, and so it asks to 
get all the mail again.  The only known fix is to use a different E-mail 
client, or have it not save the E-mail on the server.
