It is planned behavior so I suppose it is a feature. It is definitely useful in certain cases but can be extremely annoying. I have seen them referenced as sub-folders and sub-mailboxes.
I believe there is no way to turn this off. Morevoer, the only way to create them is by sending a message to the username-subfolder@domain and a user can only connect by pop3 to one at a time. In IMAP however you can see all accounts. But still it means that the only way for a user to even know that he/she has sub-mailboxes is to view by IMAP or web mail.
