It's in RFC821 (RFC2821, interestingly, doesn't define it properly -- it 
refers to an undefined "atext" element, so we have to go to 
RFC821).  RFC821 allows the "'" (single quote) in the local part, but not a 
""" (double quote).

The single quote (tick) technically is allowed in the "local-part" (the 
part to the left of the "@" in the E-mail address).  However, in this case, 
postfix complains (as it should), because the tick is in the domain name, 
which isn't legal.
