We just had a terrible experience with Thawte last month and I could not recommend them. We backed out of their PKI Starter Developer program because of the experience. It takes roughly 2 weeks to get a certificate assigned, and usually only comes after about the third e-mail inquiry. I have used Verisign in the past, and while quite expensive $349, and despite the fact that they now also own Thawte, their service and turn-around time was quick. I can recommend Verisign if your budget can afford it.
