That is correct. It's kind of like crossing out the address on an
envelope. You could still open the envelope and probably figure out who
the mail is supposed to go to, but not always, and it isn't easy.
The D file contains the original E-mail, with the exact headers and body
that will be sent. The Q file has other information such as the address of
the sender and recipient(s). Without the Q file, IMail won't be able to
deliver the E-mail, and you would need an alternate method for delivery (IE
"cut and paste", copying it into your own mail client and sending it).
